It is an exit scam in the sense that many of them know that catastrophe is within sight but they are propping things up for just long enough to try and finish out their careers. Hopefully this is the year their efforts finally fail and we can get the pain over with.

That is exactly what I was saying to a few friends of mine earlier today. It really seems like the banking overlords are about to pull the biggest exit scam in history. They've basically shot their wad and can't do anything except try and delay the inevitable so they have more time to accumulate before they dump their bags on everyone.
