My problem is how would they enforce this? They don't control the BTC network. If I were trying to make transactions with the US digital dollar, then sure, all these things are possible. But the BTC network and the ETH network (which would have the tools to do such a thing more efficiently since their development tools for smartcontracts are superior) are both decentralized.

Someone is going to come up with some smartcontract to handle a transaction so you buy something. If that one gets flagged by the US, someone can just make another one, or host it somewhere else. They can't stop a decentralized network. Only on their USDD network can they have such power.
