the valuation part is a bit difficult because what are those people worth what, and to who? To the US govt, a citizen is worth about $2 million because that's the value they generate over their lifetime. cut it down to $1.4 million because they've already used up some years.

so our "roam free strategy", causes a loss of $616 Billion over the long term. Now considering the government earns 3.5 Trillion per year, the most it should be willing to pay is slowing down the economy by 20% for a year to 100% stamp out the virus. otherwise its not economical.
