Saudi is trying to drive USA shale out of business like the Rockefellers used to drive out small oil producers back in the 1900's. Either an economic response or a hot response must happen. Saudi Arabia approached Russia and try to establish a regimen of production CUTS, to try and buoy the price, as the Saudis need an $83 per barrel crude price to be budget neutral.

Russia felt that by sacrificing their production capacity, they are essentially subsidizing American shale oil producers, whose massive oversupply is literally what caused the market to crash in 2016.
