If the united states balkanised, the state that inherited the majority of the US navy would be the new global power.

The fact is it won't be another 300 years until another nation could possibly rival the united states.

No balkanized state would have the revenue to support even a single carrier group or a single nuclear submarine. Maybe 1 or 2 missile cruisers and a few destroyers could subsist on spare parts from a cannibalized fleet, indefinitely.

100% of our mechanized military relies upon a global and national supply chain of parts, fuel and technical experts. Missing a single step in this supply chain renders advanced technology unusable or unreliable within months.

Additionally, all cryptographic services are provided by the federal government, and if they get locked out of government satellites and frequencies it would be up to regional powers to re calibrate and adjust existing systems to use whatever they have available.

No norad, likely no airborne radar, likely no land based radar due to no parts. Combined arms concept of all us military branch means if you break off parts of it you are left with severely reduced operational ability due to lack of stand alone systems.

A massive navy would only be an economic liability for a coastal state. They would have to sell it off or scrap it immediately.

More than likely in the advent the federal government was dissolved, USN captains would be ordered to scuttle the largest and most important assets.

No government means no gibs means severe changes in spending.
California at best would probably be able to support something like the coastguard with militarized civilian sea and aircraft on its own to secure its ports and shipping routes.

Whoever won in the chaotic aftermath. No power really has equivalent force projection and only China compares economically, but if the US fell the global economy would go tits up fast and it's unclear how well the Chinese economy would fare then. There'd probably be a pretty rapid breakdown of the international order and then it's just a matter of who comes out the least scathed.
