Ok, so basically what this chart is saying is that options traders are not willing to cap potential gains right, that bearish bias is almost completely gone from the market. When you buy to open a position you are elible to sell to close and cap the gains at any time, if a position expires in the money however you will get paid out at the current share price, it only expires worthless if it is below strike price.

So, what this chart is saying is two-fold 1. Options traders who buy to open are at the least likely point right now in time to close their position, if the underlying security goes up 10% they will continue letting their option ride until expiry and 2. If the underlying security is dropping options traders more likely to try and ride it out until expiry instead of trying to save some of their initial cost.

So, very much in short, considering this and a few more indicators, bullish bias is likely either already in or nearing a blow off top very very soon.
