I think if anyone bought ICO coins they can get them refunded for ICO price. Now with LINK, that no ICO investor would want the refund, its already up. This coin is down a bit. My guess is a lot of ICO investors already sold though/don't care anymore. I would be surprised if more than like $3 million worth of tokens got refunded. Also, I'm not sure if they need to do the refund if they can become sufficiently decentralized, maybe that is why their mainnet is rushed.
