What happened with the vapes probably wasn't his plan.
Notice that he left after he was "encouraged" (my assumption) to make those moves and loosen up the FDA quite a bit.
Notice how things got worse, not better, after he left.
Scott is a moderate, he was vocally opposed to unrestricted vaping but he wasn't trying to full-out ban it. History has already proven him right that we needed better regulations and oversight on what was going into those kids' lungs.

I hated the business side of it. Self marketing does not come naturally to me. Negotiations over money, negotiations over revisions, trying to interpret extremely vague ideas from customers about what they wanted.
