OP, there are a number of things going for ARPA :

1.) It's Chinese. China sticks to their own. We all saw what happened with Antshares. I'm not saying the classic "vibe" post, but...still. It's a thing. Xi is pretty much the kick-off to this bull, aside from Facebook. Could they truly flip sides and enter the shitcoin game? Who knows. It's an unknown, therefore a cat.

2.) Privacy. You see what's happening with REN. ARPA is a different thing altogether.

3.) ARPA just joined the IEEE, to "participate in setting the international industry standard in shared machine learning". Tie in the others in this corporate membership sphere, and you have the beginnings of some serious movement. Sure, if you want to play devil's advocate, it could be a nothing burger, but in an age where partnerships are beginning to produce actual results, why would it?

4.) Data. “Imagine multi-party joint credit information, data leasing, secure data analysis, and other scenarios in the financial industry such as multi-source data joint risk control in the insurance industry with sMPC,” “In the future, applications will exist for corporate finance, marketing, medical applications, and even artificial intelligence.”
