How a bank works is they need to have something called a vostro nostro account.

This means if i want to transfer money to a foreign country lets say japan. I as a bank need to hold japanese yen in a foreign bank. This money is just sitting there doing nothing until i need to transfer funds. there is about a 6% chance the funds will never make it and it takes about 7 days, there could be a holiday in the other country delaying it further. and its expensive to transfer.

Using XRP the transfer is instant only 1-3 seconds, you don't need nostro vostro accounts. There are Trillions in nostro vostro accounts that could be freed and fed back into the system as liquidity. and it saves a ton of money.

I see this meme a lot by the xrp army. Nearly all of that money is being used for forward debt obligations for next month. It isnt sitting there frozen or not being used. Its debt for upcoming payments for contracts. Using xrp doesnt "free" it up since it isnt locked funds. The money is still spent since companies have access to debt.
