The answer is and will only ever be 16. First off the question is bad form using the ÷ symbol instead of making a fraction. Second, multiplucation and decision have the same priority in order of operations and when written out like that is always done left to right.

No that is not implied parantheses. It's an ambiguous equation, so by logical rationalization we can assume if they chose to include parentheses for (2+2) then the 2(4) was specifically implied to not be a function or else they wouldve included parantheses in the first place.

Notation only changes when you put in parantheses. A/b*c would always be (a/b)*c, a fraction multiplied. If the equation includes parantheses then thats a seperate function to do first. This is becase a/b*c could be written as a*(1/b)*c. You specifically need to use parantheses if you want another part of the equation done first, because a/(b*c) would have to be re-written as a * 1/(b*c).
