Lol, what? The US citizenship is already one of, if not the most renounced citizenship in the world just because the US, unlike almost every other country, actually taxes you internationally. The billionaires in OP’s scenario wouldn’t even have to live in the other country for years, they could literally just buy the citizenship in a country that has a citizenship-by-investment program, like Cyprus, Malta, Dominica, etc.
