No one has said Chainlink is a scam. Overvalued maybe, but not a scam.

Either way the answer is that the FOMO psychology of bubbles and schemes is strong enough to overpower rational market forces for a surprisingly long time, even if they are ultimately unsustainable. Some of them can even last for decades, like Herbalife.
