Segwit is not a permanent implementation. You can still send bitcoins without using Segwit although Segwit is preferred to be used by Blockstream. The digital cash title was true until the block size was voted on to not be increased because Satoshi didn't think it was a problem at the time.

Many have asked why Satoshi didn’t create a larger blocksize, like 8 MB. The answer is three-fold:

It wasn’t needed, as even 1 MB was far larger than the largest blocks that had ever been mined.

It was technically easy to change, simply substituting one value in the code for another.

Larger blocks create technical challenges.

Segwit allowed second layers to be built and hence Lightning Network was created to allow a large number of transactions to occur without printing them onto the main chain. Anyone can create their own second layer channel now, but Lightning Network has been the main project that was created to allow thousands of tx/s. Problem is it's centralized hubs that can be opened and closed at any time. I highly doubt that satoshi would have approved of it. He stopped being involved with Bitcoin before the block size at 1 MB became a problem. It is now because of how big the network has grown since 2010.
