There's always guys in suits with fancy degrees from ivy league schools talking about recessions, they're rarely correct.

Index funds don't make up that much of the market. The vast majority are held outside of index funds and that is more than enough for price discovery.

If he was correct then there would be huge market inefficiencies and active investors would be making bank from all the opportunity for their strategies.

That's why you diversify internationally. And comparing the Japanese and US stock markets is totally off.

As for it being a "bubble" if you had $2 million dollars in cash and you asked if you should invest it right now with a retirement horizon of 5 years I would say probably not but if you're young and intend to constantly contribute for the next 20+ years as you should be then I don't think this shit really matters. No one can accurately predict recessions.
