Explain how this works, why not lower the tax rate on housing instead. 1-2% yearly tax rate on a home can cause serious home buyers in any market to sit on their hands.

What’s the benefit of buying and living in it? Unless you have a family and some dire need to settle down maybe look at buying something that will give you a really good rental return. It’s really not that hard to find a deal where your rental return = loan payments or close to it.
