The info is in the whitepaper but Nevin has a really clear way of explaining it.
Short version: The Vault will hold interest-bearing assets (e.g. t bills), which will gradually increase the value of the Vault, leading to an increase of RSV in the Vault. There is a 0.1% transaction fee on RSR, which goes to the Vault.
RSR holders can burn $1 RSR in exchange for 1 RSV. So when the price goes above the peg we can profit by buying RSV at a discount, selling it for $1.
At current prices you would need to burn 3.3M RSR to exploit a $10k arbitrage opportunity. The burn rate on this will be insane until RSR gains in value.
Their model is rock solid - literally the only question is "can RSV gain adoption". If they can do that RSR will unironically hit $10 one day.

It will never hit $10 with the current supply, but that will be rapidly burned as soon as the project gains even the smallest level of adoption.
The current price means typical arb opportunities could cost 3.3 million RSR each... that's a lot of RSR to burn.
Once the supply is sufficiently reduced $10 RSR is inevitable (assuming continued usage). It's just basic supply and demand... if RSR is being burned and people want to use it to profit from arb, the price will go up.

It depends on the circulating supply at that point, which depends on the burn rate, which depends on adoption and the performance of assets in the Vault. All we have at the moment is conjecture, but for the sake of argument I'll do some rough calculations.
At current prices it costs 3.3M RSR to acquire 10k RSV to perform a $10k arb opportunity.
Let's assume RSV has sufficient usage and interest-bearing Vault assets to support 20 of these opportunities per day (that's conservative considering how many exchanges it will be on).
In a year that would burn 24 billion RSR, which is 24% of the total supply of 100 billion (including the ~51% that are locked in the slow wallet, which might not be on the market for many years).
Obviously the price would not stay at $0.003 for the entire year while these burns are going on - the price would increase and fewer RSR would be burned per arbitrage event. But just as a rough guide this shows that burning 25% of the outstanding supply each year would not be impossible.
Assuming a semi-constant burn rate (because demand is increasing along with price), after five years we would have a remaining supply of around 237M RSR.
At $10 RSR that would be a market cap of $2.4 billion... for comparison that is around 5x MakerDAO's current market cap, and a little over half of Tether's.
