There are around 400,000 Eth ($83million) in the DAO. There are only 2,000,000 DGD ($38million) tokens.

The purpose of the proposal:
To allow anyone the ability to exit the DAO, at a given price, at any time. with an equal fee or lesser fee than the members who left prior to them
The point of this allowal is to put the DAO back on track and correct the poor practices of voting through any and everything. to correct the nash equilibrium vote to "no" by allowing Dgd holders a direct claim to the Ether - > in turn making them much more diligent with their votes
If "X" is the amount of money that scammers, fake proposals, and colluding voters can "scam" from the DAO. The current amount of X is simply the entire 395,000 remaining Ether.
