If you got to a point where the majority were unable to pay taxes, either because it's too high and people are starving, or if they were no longer seeing any benefits,etc. Then there would be a revolt. Most people in a stable country are willing to pay some tax for the benefits they get in return, and they may not be aware of alternatives. Also if a group of people are too small then they will get in deep shit so to comply is easier.
