Bro the fucking US government sells pre-shredded money. Alot of the shit on the deep web isn't actually illegal, but rather lesser-known shady-but-legal is stuff that when people see it on the darkweb they think it must be illegal, so the seller just buys legal stuff for cheap and then resells it on the deepweb, which makes retarded teens want to buy it because they think they are being edgy.
