If you want Bitcoin to consume less it's very simple : you just increase the price of electricity for crypto miners. Bitcoin would run just fine with only half a percent of it's current power, the difficulty is adapting anyway.

Bitcoin is getting that much power because some countries are giving rebates to crypto miners... and most of the time it's in plces with an excess of clean power production like Iceland.

Switzerland is less than 0.1% of the entire world's energy supply.
