Because they can, due to its centralized nature. If Facebook controls who validates the network and who transacts in the libra currency (for kyc/aml), I don't see the need for outside information from a decentralized Oracle system.

I hold link, but honestly libra is besides the point. If they don't use chainlink now I think that speaks more about Libra's centralized, payment focused ecosystem.

All the leaks point to a payment stablecoin. Why would smart contracts even be needed at launch, and who would trust Facebook with their data. Public blockchains are open, but extra steps would be needed to determine who has control over what wallet

Overall I think libra is bullish for all of crypto. It'll provide more competition for smaller (read riskier) coins since Facebook will no doubt make the ux slick and easy to use for beginners to get some of the benefits of the best cryptocurrencies, but won't really scratch the itch fully decentralized coins do.
