No one would send 200 million to coinbase with the risks of them freezing the account, their chainalysis would find even a single past tx input as tainted and there goes your money. It is most likely someone who is friends with the people running coinbase such as Charlie lee who got the insider go-ahead beforehand, perhaps even coinbase themselves. Seeing that transaction actually made me bullish. Someone was able to transfer 215 million dollar in a day for only $230. There wasnt a single institution that was involved in the transfer of funds. Were there custodial costs from Coinbase sure. But time is money and this transaction is a testaments to bitcoin's real use case. The people think that btc is dumb because you couldn't buy a coffee with it in a minute completely miss the point.

Even moving thousands of dollars is helpful for most business. Most wires take days to process btc can make global trade more efficient. The more days that money is being transferred by banks the more days that money isnt making you more money.

This would only make a profit if they were borrowing the 25k btc. The only groups willing to loan an asset to someone who intends to lower its value is a brokerage or exchange since it's their users btc so they don't care of the price.

If this is an unknown wallet is it safe to assume it's not a brokerage/exchange? If it's a personal account then they won't make profit until it goes back up in value.
