I am not an expert on these things by any means so please someone smarter than me correct my line of thinking if need be.

Since there is currently no reputation and penalty system in place I could pretend to be a reputable data provider, which regardless of any “legal” issues I may eventually face, would thereby provide less incentive for large data providers to actually sell their “service” and use the network at this point. Assuming we have high value data providers ready at this stage in the game, this makes sense. If we don’t, I’m not really sure why Sergey did this. If he’s expecting the network to grow from community support this would not be the way to go.
