Well, if you looked throughout the history, a lot of the repositories did start out just as merely library forks of Bitcoin (especially v1 of ARK). Changes are being had though. Hopefully you understand that they are two fundamentally different beasts. Bitcoin is PoW and 30 minute blocks. ARKs are only around 8 seconds. One PoW, one DPoS. If you want to see where things are headed you can check out the AIPs. The distinguishing features would be pushing out actual products. Like the just recent "ARK Deployer".
