They used to. Most jobs were hired based on aptitude testing, which lasted until Affirmative Action, and in the 1970's someone pointed out that black people weren't being hired at the same rate as white people, and the only logical explanation was that aptitude testing was institutional racism. So businesses turned to college performance to measure prospective talent to avoid ACLU lawsuits.
