I am ignorant but have an open mind, how does this dude's conception of Turing completeness in Bitcoin come to bear on Bitcoin's practical utility for complicated scripts? How does this compare to ETH's solution? His idea to compute scripts inside payment channels sounds an awful lot like Chainlink. What is the difference?

Does this mean that the propagating node knows about and executes the script, converting the output into a message/transaction that is then propagated to miners? Or are all nodes aware of the script, but only one (or perhaps more depending on the scheme you're using i guess) is responsible for executing and reporting the result?
