It has to either have a fiat gateway (e.g. a USD exchange) or be government-controlled.

i.e. centralized, with either a central point of failure (e.g. exchange hacks) or seizable and freezable (government-controlled)

If there was a way to do decentralized stablecoins (unseizable and unfreezable, and no central point of authority to hack like an exchange), you can bet TONS of people and institutions would be storing their wealth there.

Unfreezable unseizable assets are a HUGE market. Just check out the Panama papers or just look at gold's marketcap.
