All illegal activity boomed in this stage as it allowed illegal businesses to sidestep the law and avoid detection while being able to provide their illegal services at a low cost and reach more clients faster. The first devs came to build their own blockchains.

The third cycle was because of Ethereum making it easy for many devs to build their own crypto projects without the need for a blockchain and allowed devs to crowdfund money with ERC tokens easily.
