I think you were wrong about what caused the cycles.

The first cycle was pedophiles and people who thought the tech was cool but didn't know enough about economics to know that it would make them all rich. It was mainly a price discovery phase as there was never a market price for crypto assets like bitcoin where the "cost to mine" was the only metric before exchanges became a thing. The first small group of devs began building exchanges and were the first to buy large quantities of bitcoin with fiat to allow for trading with fees.

the second cycle was drugs and dark web purchases. The first devs came to build their own blockchains.

The third cycle was because of Ethereum making it easy for many devs to build their own crypto projects without the need for a blockchain and allowed devs to crowdfund money with ERC tokens easily.

cycle 4 will be because of institutional adoption of crypto, more specifically from chainlink letting institutions use the blockchains with their businesses that require smart contracts. this will be similar to the 1999 dot com bubble.
