I figured I should start my own web development company. I have experience and did tons of SPA's and embedded stuff, how can I pitch my services to USA businesses if I'm a filthy third worlder (Eastern Europe)?

I'd like to focus on single page applications mainly

A lot of CIO in mid sized companies are pajeets who only hire other pajeets when it comes to outsourcing
I've seen it firsthand a dozen times
In my last job we even got the CIO to test out a Colombian group who did fantastic work, but still ended up replacing them with a shitshow group of pajeets that routinely delivered half broken shit (the difference in contracts was like 10%)
Your best bet is to just wagecuck until you get first world citizenship and start your business there
Third world countries outside of India don't get a fair shake in IT

Looking at local eastern European shops they put logos of clutch.co and sometimes 2 other lesser contractor rating websites prominently on their homepages, job ads for foreigners and native speakers from GB and US are very common, there are even some that have co-founder with sales team permanently in SF/London/NY/LA/...

Bigger ones (>50 employers) usually have in-house team dedicated to hunting down customers, smaller try to put their name up in hackatons, open source or other tests of skill...

Some choose specialization and partnerships/certification...

Personally as potential employer portfolio tells me a lot about the company - if say there are mostly sites for big local companies, projects for banks or cheap copy-cats of successful startups then I would be worried if they will ever get really good projects in the future, but maybe clients look at it differently?

'Cheap' WordPress theme overloaded with pointless animations also imho instantly puts you into lower tier.

Such software houses working for dollars put a huge pressure on local companies and as a result salaries get more competitive - keep that in mind. There are even dramas where senior people from one company migrate to another taking some devs with them...
