There are ways to do it that would work. Like if you forcibly taxed all sales of US stocks and all dividends regardless if the owner is American or not. You could set the law so only registered, publicly viewable accounts can own stock, any other hidden offshore ownership would be invalid and not legally binding. Therefore there would be no way to ever cash out without paying tax on it, no matter what you do. Same goes for treasuries, real estate, etc.
