It really depends what are you looking for. If you are into seeing nice and shiny Russia populated with people who have a higher than your average western simpleton intelligence — definitely Moscow. If you're into high culture, 18-19 century architecture and prefer to be surrounded by artsy/bummy types who constantly party — Sain-Petersburg.
