Concerning the P/E you have to consider that earnings are expected to fall. So the P/E can get worse again even if the stock prices don't go up.

for my div portfolio I have a few things I look at
1. P/E needs to be below 15. sub 10? even better.
2. Dividend growth needs to outpace inflation (preferably 6%+ over the previous 10 years)
3. Dividend growth needs to have occurred throughout the last 15 years OR a solid company that will likely do so in the future (AAPL, SBUX, MSFT, etc)

For me IBM, JNJ, JPM, PFE, T are all undervalued. I also think V is undervalued despite its P/E being close to 30 because that company just continues to bring in cash, revenue and top estimates
