It was probably planned considering that we were in a literal recession and needed to recoup money lost during the housing crisis. The person in office probably doesnt matter, otherwise we'd have seen fluctuations in rates during that period while other important things happened, like congressional makeup changes. We'd also have seen the rate hikes at way worse levels when Trump was first in office and Yellen was running the show if party lines are indeed the driver.
I'd be willing to wager there's probably a document on file from around 2008 that outlines a plan of action and a 10 year time table for Fed leniency and Trump was just unlucky enough to win the presidency while someone was taking the chains off of the dog on the other side of the room.
