would the following business idea be breaking any laws?

>you send monero + a physical address + desired fiat conversion
>business converts to fiat, deducts a fee, and mails the cash to the address, no questions asked

would such a business be illegal? i'm guessing it might run afoul of money transmitter laws
i wonder whether it would be possible to get a money transmitter license and still operate it profitably
