It has always been open source. It's based on their elements project which is years old.
The liquid github is literally a fork of elements.

It's for traders. It's federated (no miners) by exchanges, otc trading desks and wallet providers like xapo.
So the catch is that liquid only makes sense if you already trust an exchange or multiple exchanges (when sending funds between them). The pegout is only possible to cold wallets of the liquid members, for security reasons.

I'm pretty hyped about it, but you have to understand the security model here.
Hold your own keys on liquid with fast, private deposits and the ability to audit the peg with your own node > holding btc on an exchange
Moving btc from exchange A to B via liquid in 2 minutes> moving btc between exchanges via mainchain transaction
For everything else, liquid makes no sense.
