Nebulas dev here. We just posted the road map for the second version of the protocol on medium. Expect a major announcement tomorrow or in a couple of days for early adopters of the coin that will give it a slight but noticeable boost in terms of value.

Nothing. We are finishing the implementation of the Nebulas Rank and working on the DIP. Eventually it will have search functionality that will mimic Google's (we have some Googlers working for us) but will use a superior Ranking algorithm (read the Yellow Paper).

It is its own platform. Read the non technical whitepaper. What really sets it apart from other shitcoins is the Nebulas Rank, which makes it easy to implement a PROPER search engine that ranks the content dynamically by order of importance, rewards developers accordingly, is prepared to withstand Sybil attacks, and simplifies the measurement of value (of the network).
Again, read the non technical whitepaper, followed by the yellow paper, and then the technical white paper if you possess a strong mathematical aptitude.

The team tried to play this down as "we don't actually even need a CTO--the community will decide what happens next!". You pay to issue smart contracts and transfer assets. Searching the network is a separate thing. You wouldn't pay to use the search engine, but you would pay to use the dApps. Which could be as little as a very small fraction of a cent (a Wei is 10^-18 NAS) depending on the smart contract's implementation.
Besides, this is a search engine FOR smart contracts on the nebulas network.
