It is. If you want merchant adoption right now all it will do is devalue the coin because you will have immense sell pressure. Great if you don't care about the price.
But what makes bitcoin more valuable than just a payment system is that it's an asset. The robustness, decentralization and network effect of the protocol is what matters most for the moment.
I agree it was not stated in the white paper but the white paper isn't the bible and the community decided btc was better as digital gold for now.

This is why I hate founder worship and dogma. Banks run fractional reserves. That's their fucking job. Decreasing block rewards to reduce inflation is folly, if we have to revert back to a fractional reserve.
My hope always was that users can retain full custody of their funds while using the 2nd layer. But I'll wait to see what the consensus rules are for running a validator node. Plasma has very robust incentives to prevent any kind of fuckery.
