I'm new to privacy coins and haven't watched the market for them before. Does Zcash generally go down when Monero is going up?

you're new to crypto in general if you didnt know all coins are traded like fads, and all move at the same time.

you just gotta pick the best ones. monero is the best privacy coin, but that doesnt necessarily mean the biggest gains. will still probably outperform zcash though

This is utter bullshit. All alts move with bitcoin unless there is a specific pump and dump happening.
There is no correlation in alt "fads".

Zcash has a high inflation right now (only 4.7 million out of 21 million mined).
Monero is at 16.4 out of 18.1, after which 3 xmr will be mined every 10 minutes, forever. This is around May 2022.

Zk-snarks in Zcash is more efficient than ringCT in Monero, but CT only relies on the discrete logarithm problem while snarks has more serious cryptographic assumptions. Also snarks requires an initial setup to generate the ZKP parameters, so if everyone who participated were to collude then Zcash would be compromised, however Zcash is working on a multiparty computation for a new setup, which would eliminate these concerns. Also some take issue with the block reward tax, but this also means Zcash has a fully funded and dedicated development team. Monero is currently favored in the dark web, but which is the better privacy coin is not cut and dry
