Fact is Ripple were already prosecuted by the police for selling XRP without the appropriate license. The police (FinCEN) then forced Ripple to acquire the appropriate license, according to FinCEN, which was a money service business license. Ripple now continues to sell XRP to institutional investors under this settlement agreement under the watchful eye of FinCEN.

They cannot have been issuing a security because the government/police already sued them for being an unlicensed CURRENCY EXCHANGE.

I have re read that doc...it don't mention about securities...it was about AML/KYC, the only thing you can really get from that is ripple were not in compliance and a fine had to be paid for the AML part, breaking the bank secrecy act...The NPA was abut the bank secrecy act not abut securities. Anywho it doesn't matter as it is expired!

This is the only 'evidence' you XRP fags use to prove its not a security...I suggest you read that doc a bit closer Anon. It is a negative doc against ripple, it shows that they have not been compliant in the past.
