Yes though you will need rares or above to mine for GTO. There's a few ways to get rares, you can get lucky and get them from any task that rewards you a giftomon, you can hoard enough commons/uncommons to sell for GTO and then buy it from the market, and finally once you get to 1800 rating in the arena you're awarded a guaranteed one. I've not spent a dime and gotten three so far on my main account and one on my secondary, three from getting lucky on tasks and one from the 1800 rating.
