He's partially right. The average is a bad metric for Bitcoin Cash, because it's sufficient to very small minimal fee (minimal fee to be included in a block is the better metric). With Bitcoin Core, the average fee is very close to the minimal fee to be included in a block, because the blocks are always full. So the average is only a good metric for Bitcoin Core.
