ARK is one of the, if not the most decentralized coin in the top 100. There's no cartels.

The only coins that might be more decentralized are PoS airdrop coins, but I can't think of any in the Top 100.

Yeah, that's my thinking too. Biz is 99% of the time a big shithole, but there are legit people here. I made most of my money by paying attention to ICO shills that died after 5 replies or low profile coins that got fudded to death. I'm pretty sure there are many lurkers here that pay attention to these discussions and then start researching shit.
