what happened was that when news spread around the elite circles that he had to liquidate to cover some costs anyone with half a brain was screaming at the guy to go OTC but he didn't listen and market sold through exchanges, casing huge dumps in the market and continued downward price movement.
after that info came to light and all immediate expenses were covered they guy finally decided to handle the funds properly and go OTC/private auction from that point on, which is why people get so scared and try to take advantage of poor info to spread fud about this guy dumping more with market sells

16k is enough to temporally move the market, it's not enough to make a large enough crash to be profitable.

if you wanted to manipulate price down, you'd take short positions on btc derivatives/futures then market sell and close shorts in profit. it depends on wether the entity would make more on the shorts than it would lose on the purchase and sale of the BTC including slippage, which depends on the borrowing rates they can get for their short position,

alternatively: many people are bullish again, and the market looks like it is turning around, OTC price will likely be some amount lower than market price, but considering current market it would be best to buy the BTC with a bullish outlook and use it as a hedge against traditional investment positions as BTC does not appear correlated with traditional markets or derivatives or commodities.
so they'd buy BTC in a time of increased market volatility and when stocks (S&P500 and NASDAQ) are at all time highs in order to hedge against other positions, and unload the position over time
