It's partly decentralized, and WHEN the coordinator is removed it will not only be faster due to more users, it'll be completely decentralized.
IOTA works fine, actually it works VERY WELL.

According to tangle monitor confirmation rate is 27% and you usually wait for 10min before you resend the transaction, as your transaction needs some depth in the tangle before it's even considered by any node that the transaction is legitimate.
