It is automated and moves you into different categories such as threat/pervert/drug dealer based on eye movements (web cam), time spent moving down a page (reading over certain keywords), and the obvious, time spent on and replies/topics made relative to others. This information is organized and if you match enough tickers, you will be placed into a new category, where new posts will also be presented to confirm/deny the original assumption based on the data presented to the system. If enough triggers are tripped, real people get involved.

FBI has software which searches for certain keywords and narrows it down to a list that gets sent for manual review. Stuff is often overlooked because of how incompetent their tech is.
