What kind of Space Company? You cannot even think of starting a company on a giant subject. Find something specific about space that you want to improve(This could be something as simple as a single component that would help improve every space mission). That would be possible with your 15000, you just have to have an idea that is specific that can positively influence the market.

learn to code, study applied physics and economics create a software company that you sell for 22 million $, create a second company that one you sell for 165 million $. With that capital start a space company. Try to buy a rocket from the Russians. If it is too expensive, say fuck them, I'll build my own rocket for tenth the price. Build that rocket, make it fly. Get goverment deals by NASA, ESA, ROSKOSMOS to fly their shit into space cheaper than they can.
