I love Oshii's movies but they are good awful if we measure them by characterization in any manner.

I'm still mad about Patlabor 2 for focusing on tertiary characters and 3 for not even being fucking Patlabor.

GITS was good, but then I went back and read the manga and I found out that Motoko actually has a personality to speak of. If we examine his movies on any other aspect they're fantastic, but they often lack any decent characterization. If it's a work based on previous material, you may find that the only thing it shares with other installments is characters as elements in the story, and the environments they live in.

He fails to give his movies any remarkable emotion, and all of them just seem so monotone.
