Then whoever tries to send can see this info. If there is no data that means that it can be a mistake but they can let people still do it with a a warning and maybe a delay.

If I weren't so lazy I'd do it myself. I'd have rate limits so private wallets are free, but big exchanges can just pay a small fee.
