It's not really a dump.
It's showing you that the market rate is set by the CEX.
If we can assume, that since Binance can't withdrawal any XMR because they do not have XMR, but they set the price.
Then
Since people want the XMR from them, but they can't, they can mainuplate the price lower, attempt to purchase Monero to provide to withdrawal.
But, what does this mean?
That likely most if not all XMR is already in the hands of people who want it.
When CEX's no longer set the price. Then the price is set by those who use it.
This current action is likely temporary.
What market mechanism will set the price in the future?
That is the issue, we cannot know for sure.
But, as stated above, demand outdoes the supply. And as markets go, that means the price should be, and thus will then again be, higher than it is now.
